This is a not-for-profit solution proposed by Matt Kuperholz, an Australian AI practitioner who has been working in the field for over 25 years and has been focused on responsible and ethical aspects of AI development and regulation since 2018.

AI is a more powerful and transformative tool than any technology we (Humans) have created before

“Technology is neither GOOD, nor BAD, nor is it NEUTRAL” is Melvin Kranzberg’s First Law of Technology. Its not neutral because the way we use it will make it good, or bad, or both.

Applied for GOOD, it has enormous potential to uplift quality of life for Humanity through reducing disease, pollution, global warming and environmental challenges, increasing food security and general standards of living, and the democratisation and fairer distribution of wealth, knowledge and happiness and many more good things!

Applied for BAD, it has significant risks to magnify polarisation and alienation, promote misinformation and misunderstandings through evil initiatives, destroy societal harmony and progress, and erode the fundamental pillars of civilization’s values and many more bad things!

Making AI trusted, safe and able to be used responsibly is proving more difficult than for other technologies
A
Competitive and commercial forces relentlessly drive progress without pausing to solve for the risks. The exponential speed of development makes many specific guardrails quickly irrelevant, unsuitable and ineffective.
B
It is becoming increasingly difficult to tell Machine generated content from Human generated content. Soon it will be impossible. We will be unable to tell a real photograph, phone call, photograph, social media post or article from a fake one. This will harm both Machines and Humans!

<M>OR<H> immediately provides Humanity a simple and flexible solution for foundational problems of trust introduced by AI, allowing Machines and Humans to be certain of answers to important questions including : Is this content generated by Machine or by direct Human agency? How do we verify by what Machine or by which Human? Is this the original content or has it been modified? How can we trace, replicate and audit the Machine content?

Machines will soon be generating more content than Humans generate
A
Machine generated information has doubled in the last year and will soon dwarf Human generated information. This observation is from sampling the top 20 search results from 500 popular keywords over time.

We do not have a simple way to tag the origin of this, decreasing the prosperity of Humans and decreasing the utility and contributions of our Machines.
C
This rapidly and irreversibly decreases the value Humans get from AI; from both the deliberate use of AI to create undesirable content (which spreads misinformation, propagates deepfakes, commits crimes or manipulates Humans for financial or political gain) or incidentally by accident (caused by unintended inaccuracies, undetected hallucinations or models 'drifting' due to learning from poor quality Machine generated training data which is not possible to differentiate from Human generated content).

Humans deserve <M>OR<H>
A
Humans will be able to verify what is Human generated content (and prove which Human published it if they choose to publish that).
B
Humans will be able to verify what is Machine generated information (and prove which Machine generated it).
C
We already use watermarks to verify the authenticity of currency and information contained within official documents. They are widely recognised as a way of proving legitimacy. We already use nutrition labels to provide transparency about what is in our food. Similarly, the <M>OR<H> solution can provide transparency and increase trust about the origins of our information diet for Humans.

Machines also need <M>OR<H>

Already we observe newer AI models degrading in their usefulness and accuracy because they are “learning” from content that was generated by other AI models that is mistaken for Human content. Without a solution, this will rapidly get much worse!
B
Machines will be able to verify what is Human generated information (and can prove which Human published) – ensuring models built for Humans train with awareness of Human content.
C
Machines will be able to trust what is Machine generated information (and verify which Machine) – avoiding models becoming increasingly ineffective and inaccurate.

It is more important than ever to establish a trusted and extensible solution to easily distinguish between Human and Machine content
A
The simplest approach is to agree we will tag content as <M> or <H> and that we decide to only trust information that is tagged accordingly. Non-tagged information should be considered less trustworthy! There are already many existing great tools, standards, protocols and ideas for addressing different aspects of this challenge - <M>OR<H> provides a straightforward mechanism for unifying these different approaches.

These tags are infinitely extendable with their attributes : included inside the tags so we know it actually is a Machine or Human publisher, using the same Digital Certificates that places the padlock icon in our browser so that we can trust we are really interacting with our bank, our email provider or the genuine social media website. An ecosystem of Trusted Certificate Authorities already exists that can be simply integrated with <M>OR<H> to prevent fraud that will allow us to trust the origin of the content as Machine (and which version of which model with what parameters) or Human.

Other information can be included in the attributes of the <M> or <H> tags so that we can trust the information has not been tampered with or altered, using the same Digital Signatures that verify the authenticity of legal contracts or financial statements. For example, a document signed with a digital signature will verify the signer’s identity and that the content has not been altered since it was signed. This proves that the content is authentic, providing a reliable method for verifying the origin and integrity of both Human and Machine-generated information.

It is simple to begin doing <M>OR<H> as technology already exists to address many of the implementation challenges of this universal solution

The <H> tag can be placed visibly in the header or footer of articles, blog posts or documents. When a Human is working with AI, if the Human is directly publishing the content then this is considered content produced with Human agency (and they can add AI version control in their H tag if they wanted).

It is simple to integrate a variety of attributes with existing strong digital proof of Humanity solutions if the author chooses to, such as those used in financial services, online marketplaces and regulatory compliance which involve submitting government-issued identification (e.g., passport, driver's license) for 3rd party verification, or other emerging decentralized solutions and Privacy Enhancing Technology integrations.

More extensively and systemically, the tag can be placed in the metadata of the image, video, audio or data files using the Extensible Metadata Platform (XMP) - an existing ISO standard for including custom metadata in the creation of digital documents and data sets. This can happen automatically by both Machines or Humans generating content (your phones camera, for example, would tag your original photos). Many other useful standards and protocols and Responsible AI concepts can be implemented as attributes of the <M> or <H> tags.

Humans will get even more benefits by integration with other current and future trust ecosystems

Popular phone, browser and computer operating systems and vendors like Google, Apple and Microsoft already address required security, identification and authentication which could be easily extended to automatically place more attributes into the metadata of content created using those ecosystems.
B
For commercial and reputation protection and enhancement, reputable and trusted AI service providers can share the model version, creator and other key variables in attributes of the <M> tag to facilitate traceability, replicability, auditability; providing trust and governance by publishing how their AI has been assessed for bias, robustness, security in accordance with accepted standards.

It is relatively straightforward to agree to do <M>OR<H> and to start doing it. This immediacy is deliberate by design as other practical aspects for regulating, producing or using AI to ensure it is trusted and responsible are relatively complicated and unclear and we (Humans) need to accelerate our efforts. Responsible AI performance metrics and jurisdictional regulatory requirements can be continually integrated into <M>OR<H> as they develop.
